How does the new Coast Guard ME rate work?

I would like any and all information on this new rate including but not limited to: how does one get in on this rate, how long is the waiting list, is this new rate taking any and all law enforcement responsibilty from personnel in other rates etc. As I've stated in other questions, there is not a reliable recruiter close by that can answer my questions promptly, nor I can drive less than two hours to visit so I need help from you the people. Thanks.
