I'm looking for several low-cost ways to motivate employees.?

We did not get increases last year, but we did not lay off anyone either. Now we're looking at no-cost or low-cost ways to motivate employees. Because of the economy, the morale is waaaayy down. Any suggestions on lifting the morale and staying within a very, very, tight budget are welcome.
