Should I relocate from North Carolina to Oklahoma?

I've been considering this for awhile. I plan on earning a collegiate degree in Meteorology or something that's a subcategory of Atmospheric Sciences. I reside in the Piedmont of central North Carolina. Does anybody know the percent of out-of-state undergraduates, and applicants that are accepted at The University of Oklahoma that's located in Norman, OK? In addition to containing professional, and educational reasons for relocating to the state, I also have an extensive admiration for the relatively isolated geography of Oklahoma, and for that matter any state in the Plains. None of North Carolina's most prolific universities really don't offer any sufficient Meteorology programs that are apart of their curriculum. Does anybody have any adequate advice on what I should achieve before relocating to another state? Like for example, should I obtain an ociates degree in some branch of Mathematics, or Science before sending in an application to that university.
